Tom is a partner and Co-Chair of the Environmental Practice at Hogan Lovells. Tom represents clients in federal and state environmental litigation, in defense of environmental enforcement actions and citizen suits, in response to catastrophic environmental emergencies and chemical releases, and in connection with site cleanup and cost recovery. Tom is the pro bono partner for the San Francisco Office and serves on the Firm’s Environmental-Social-Governance (ESG) Board, which coordinates cross-boundary and cross-practice solutions to ESG issues. Tom previously worked in the Environmental Enforcement Section at the US Department of Justice and in the US EPA Office of General Counsel.
